Atlas Project

A national platform to examine variation in Medicaid utilization and spending

The Medicaid Atlas Project, supported by a grant from Arnold Ventures, is building a comprehensive data platform to track variation in Medicaid utilization and spending across states, time, plans, and populations. The Atlas is designed to help Medicaid programs benchmark spending, improve managed care contracting, and target and evaluate policy interventions. It will also serve as a resource for researchers and other stakeholders seeking to better understand and improve the Medicaid program. Launching Spring 2028.

Learning Network

A collaborative network to advance Medicaid data methods

The Medicaid Data Learning Network (MDLN) brings together 70+ nonprofit institutions and 400+ researchers to develop and disseminate best practices for working with federal Medicaid claims data. By standardizing methods and sharing insights, the Network aims to improve the quality, consistency, and policy relevance of Medicaid research. The MDLN is currently hosted by AcademyHealth and will move to Cornell in June 2026.

Data Hub

Data infrastructure for powering timely, policy-relevant research

The Cornell Medicaid Data Hub houses a comprehensive set of national Medicaid claims (the T-MSIS Analytic Files or TAF) to support policy-relevant research. Cornell investigators are eligible to apply to the Centers for Medicare and Medicaid Services to reuse these data.
